XFRMA_MIGRATE require CONFIG_XFRM_MIGRATE=y|m. Libreswn Mobike support need. Mainline kernel CONFIG_XFRM_MIGRATE is not set. Many distributions, Debian, Fedora, CentOS... has it enabled.
